“In connection with the intensification of Russian aggression against Ukraine, which, in particular, may lead to a significant limitation of the possibilities of providing consular assistance on the territory of the Russian Federation, the Ministry of Foreign Affairs recommends that citizens of Ukraine refrain from any trips to the Russian Federation, and those who are in this country, to leave its territory immediately. We emphasize that the neglect of these recommendations will significantly complicate the provision of adequate protection for Ukrainian citizens in the Russian Federation,” the appeal to Ukrainians says.

On February 21, Russian President Vladimir Putin signed decrees recognizing the independence of the DPR and LPR and instructed the country's Armed Forces to ensure the maintenance of peace in the republics.
